That's the difference between "closed" and "archived". Debbugs let you
send messages "forever", but it tells you that your message is not
appended to the bug log when archived.

Technically, there are different databases were the archived and
non-archived bugs are stored. And for several operations, like
retrieving bugs according to filter criteria, you can specify, whether
archived bugs shall be retrieved as well. Usually, you don't want.
