It barfs at the "Package-Requires" header, because it doesn't stop reading at
EOL. It works fine if you add an empty line (possibly commented, but otherwise
empty) right after "Package-Requires".

(Note: `M-x toggle-debug-on-error` comes in handy in such cases. :-) )
