That could also be an option, but I think having a command that shows
"now, what are the commands meant for this specific mode" would be nice.

I'm not quite sure what you mean by primitives?  `M-x TAB' will (after
we've completed all the markups) list all commands that aren't specific
for some mode, and are therefore possibly relevant (i.e., that you could
want to execute right now).  That includes `M-x transpose-regions' as
well as `M-x rmail'...
