That's true.  But it doesn't sound like a fundamental limitation, so
maybe it could be fixed.

(It doesn't bother me with `scroll-conservatively' set to 500, FWIW.)

The action is pressing a key.  That's not a "non-action", IMHO.

It's not that different from, e.g., `company-idle-delay'.
