Stick to FOX 1.0.x releases (14 is the latest). 1.1.x is the development 
release and I'm pretty sure FXRuby won't work well with it.

RedHat doesn't yet have stock FOX RPMs so you must recompile it. Get the 
source RPM from e.g
ftp://speakeasy.rpmfind.net/linux/Mandrake-devel/contrib/SRPMS/fox-1.0.11-3mdk.src.rpm

then as root:
rpm --rebuild fox-1.0.11-3mdk.src.rpm
and then install the freshly built binary RPMs.

Ok. but then it is not installed as a RPM  and this is why the 
frxscintilla RPM complains (see below). try and install with the 
--nodeps option. But I definitely recommend that you build FOX from the 
source RPM.

Also there are some precompiled RPMs on the fox-toolkit.org sites. have 
you tried those?
