Thank you for your email regarding the Microsoft Schools Agreement.  I am pleased that the OFT is taking action over what seems to be an extremely unfair situation.  It is possible to refer cases such as the one you refer to, to the European Commission.  The OFT will probably do this if they feel it is needed and I am happy to get involved if my assistance is needed.
 
I have contacted the Information Society Directorate General at the European Commission with details of your case to find out if there are any plans for action at a European level.
 
As soon as they contact me, I will email you again.
