Yep. Nct is setting up Mucurial this weekend. Then he should be able to import CVS (including history) by the end of Sunday (if all things go well). So the setupo will be:
Kyles Server: Wiki
Ncts server: Murcurial
Savannah: Bug Tracker, Releases, Mailing list, and old CVS.

if mercurial allows distributed repositories maybe we can
put some parts of one repository (data/maps) on different servers.

If you have a good server with enough bandwidth and space to support the data and maps, then it would be really good to be able to have them there on Murcurial. Otherwise, and correct me if I'm wrong, data will be imported into Nct's server, and when the engine rewrite is done, the new maps will be too. Or something like that.

(sidenote: a friend is actively developing GitTorrent. As far as I
got it, this allows to have git repositories with automated mirrors
in a bittorrent way.)

Not git. Everyone decided on Murcurial.

there was talk about a mail on every commit. well great! i want that!
i know my mail client well enough to filter that to a folder i store
mails only for 2 months in. and knowing what's going on is also
motivating to review the changes and hop on the train and code for glob2.

Yes, but unfortunately for gmail users, we don't have a folder system. So everything gets spamed, trashed, or in the inbox. The idea someone suggest about that source monitor website should be really good. Then you can look there or on IRC (if you use that bot plugin) to see which commits have been made recently.

to not discourage our (few) map builders I vote to not waste their work.

Indeed. One computer with a23, another with the new 0.9.0 (or a24) and you can just copy what you see from the old to the new. Thats what I'll be doing.

please don't forget the work to be done with the campaign as this will
be broken, too.

Yes. This will be slightly tricky, as will the tutorial probably. But Globulation needs a new campaign, and tutorial (there was talk the tutorial would become a campaign) so this would work rather well, having to redo them (someone could spend a weekend a viola, nice new stuff).
