I would say, without testing for C++, that VSCode 
(https://code.visualstudio.com/docs/languages/cpp) is not that bad. I am 
using it for Typescript and it does the job, although with an excessive 
memory footprint IMHO. Other people like Eclipse more 
(https://www.eclipse.org/), or on Windows VSCommunity 
(https://visualstudio.microsoft.com/vs/community/) and on OS X XCode 
(https://developer.apple.com/xcode/).
