No. You could create a complete free theme all by yourself or build it
with existing free parts. For example, the NuevoSentido theme uses the
Inverted Gtk theme, Glossy Metacity theme and Tangerine icon theme. I'm
trying to do AzulCeniza themes by myself but I'm using Tango icon theme
for it.
