It's already called with a number of different commands. I fail to see
the difference betwen precommit and the other non-commit commands in
your eyes.

You're proposing a different script to handle a command that occurs at a
different time order. There are many steps in the execution of a tla
command, following your logic of introducing a new command for different
time-steps, we'd need a bunch of different files.
