Better would be to have a config-time test that can reliably tell if
we're running a recent GNU diff (and similar for all the other utils).

Anyone happen to have such a thing sitting around?

The test suite could do it by making a very short file that doesn't
end in newline, then deleting some line from that to create a next
revision, and then making sure that next revision can be got.
