This functionality already exists. Anybody has the option of defining a
grab file of the format: 

Archive-Name: address@hidden
Archive-Location: http://sourcecontrol.net/~jblack/{archives}/2004
Target-Revision: tlacontrib--devo
Target-Directory: tlacontrib

If you run "tla grab http://sourcecontrol.net/grabs/tlacontrib";, my
archive will be registered, and you will get the latest version of
tlacontrib.
