Incidentally, one reason to place a losing idea like granting homeland
the security the authority to suspend elections on the table is _not_
because you expect to win that fight.
Rather, you just want a debate. The debate goes like this:
Pigs: Give H.S. the right to suspend elections under condition X.
Effete Opposition: What? Are you crazy? No way!
Pigs: Look, it's a slippery slope. Surely you agree that
in the more extreme situation, X++, elections can't go
forward, right?
Effete Opposition: Er... well, sure, I guess ... but X++ is
totally unrealistic!
Pigs: Perhaps so. But where would you draw the line? If not X,
then where exactly.
Effete Opposition: Aw geeze. Can't we get back to universal
health care?
Pigs [to the crowd]: They're not even willing to plan for X++!
E.O.: Oh come off it already. Look, X is wrong. I'd probably
say X' or something.
Pigs: So, you think it's ok to suspend democracy under condition
X'? That's what you just said, right?
E.O.: Yeah, yeah, yeah... are you done with the X proposal yet?
Let's get back to health care....
Pigs: Sure.
The pigs now have a goal and that goal is called X'.
