I think you mean "Notverordnungen" (presidential emergency
directives). The "Notstandsgesetze" were enacted more than thirty
years later.

The Weimar Republic died because it lacked active supporters in key
positions, not because there were loopholes in the constitution, or
because of a strong presidency.
