Changes of this sort have a huge, multi-faceted, potentially
long-term, potentially project-foobaring impact and are not to be
entered into lightly.

I gather, for example, that this code essentially caches file-fetches
from archives.   Well, that could be done as well by using proxies to
read those archives, with absolutely no changes required for arch at
all.

Presumably the reason to "build this in" to arch is convenience.   But
whose?  and for how long?

A design, not a quick hack, is called for.

A preliminary hack is a fine thing to do.  It'll lend credence to an
eventual design proposal, should one follow.
