Same for me, most of the time this is more a problem than a feature, 
e.g. people editing files accessed through samba using a Windows 
IDE messing up the permissions or easily corrupted revision 
libraries when using hard-linked project trees.

But when I actually needed this feature for an embedded system's 
root filesystem, the current scheme of permission versioning was 
too limited so I had to use another way of doing it.

To sum up, the actual permissions of a file in a project tree or in 
a revision library must not be identified with the permissions we 
want to keep under the version control tool. Actually applying them 
to a project tree is just a particular use case among many others.
