ERC is built-in, it's part of vanilla Emacs. See `erc'.

So is rcirc, it's the default IRC client for Emacs, the one
you get with M-x irc RET (`irc' is an alias for `rcirc'.)

If you refer to [1] I don't think that's enough to say it's
"based" on Emacs, I have no experience from it tho so maybe
it is.
