Everything you say about it is correct.

This idea is so good, it could have been from me!
Neal had the great idea to install wortel etc into /boot, and at that
time this buglet slipped in (see below changelog). I was too lazy to
install anything (mainly because it needs to be stripped anyway, and
when I hack, I only install -s individual servers so I can test them
individually).
I fixed this in CVS now.

(noinst_PROGRAMS): ... this new target.
