I'm not aware that CVS Automake fails to work with any libtool
version.

(the "breakage" you are discussing is nothing more than a
warning output by aclocal, it does not affects its operation;
just like those "underquoted definition" messages)

However as far as the dependency w.r.t. Autoconf 2.60 is
concerned, I can't help it (and anyway I don't feel it's a
problem for people to upgrade from 2.58 to 2.60).

AFAICT this has always been possible.  As long as the dependency
graph between releases is acyclic you can sort your upgrades.
