Solved! guile 1.6 problem building debian package of 1.7.16

That was it!  It's installed and emacs works with it.

Now I just need to figure out if there's a make target that knows that 
the code has been compiled so make can work like it's supposed to.  I 
must have compiled the same code 6 times.  I might guess that one that 
doesn't do the 'make clean' might be what I need for the next time.
