No, it isn't. The example suggest that it may even have to do with
the case-blindness of Microsoft windows. It could be that fontconfig
does not find the file. What does fc-list say about COUR?

Colin, it seems that the behavior you noticed is a bug. Could you help
Jan track this down?
Open up a terminal (or dos box, or command prompt, or cygwin window,
whatever windows calls it) and type "fc-list > file.txt", then send
file.txt to Jan. In addition, what version of windows are you running?
