Detailed plan for documentation translations

Hi translators,

Here's a piece of ad about recent changes to Documentation/TRANSLATION:

* "MANAGING TRANSLATIONS ON GIT" explains how Git branches are used for
translations; this has nearly worked the same way for months, but I wote
this down, so Git operations operations I usually do can be done by
somebody else (i.e. one of the translators who can build Lily and
docs ;-) when I'm away (I'll be away from August 3rd to August 23th).

* "POLICY DURING GDP PROCESS" answers many questions asked recently
about translated docs maintenance (not updating). The main issue with
this is, I have no longer time to do all the language-independent part
of this maintenance work until the middle of July, otherwise I'd have to
stop all other work on the makefiles and translations infrastructure.
Ideally, each translator should do a small part this
language-independent job for all languages, to save overall time spent
on doing this; e.g. someone could move all (or even only a part)
sections in Specialist notation, and somebody else could move sections
in 'Input files'. This would be simpler to do this before we convert
docs so node names are translated directly in the Texinfo source, which
can happen after we start using texi2html on master. Till, Francisco,
would you like to do a part of this work?

Cheers,
John
