No, it won't, because if a piece of code has been released under
particular license conditions (say, GPLv2) you can't revoke that.  You
can't rewrite the license for old sources -- you can only upgrade the
license for new releases.  And for that, 'or later' is a much better
formulation than 'or latest', because it also allows you to choose NOT
to upgrade if that is your desire or interest.
