Well, here is a little more complete translation:
# 
# pas de blanc . espace normale

no space . normal space

# quart de cadratin insecable ? espace normale

# quart de cadratin insecable ; espace normale

"cadratin" is what is called a "quad" in the TeX Book.
The previous ones are then something like

an unbreakable quarter of space ? normal space

# espace insécable : espace normale

unbreakable space : normal space

# espace normale (*1) « espace insécable

normal space « unbreakable space (except at the beginning of indent,
where there is no space before)

# espace insécable » espace normale

unbreakable space » normal space

# pas de blanc ou espace normale (*2) ... espace normale

For the ellipsis, the rules are

no space or normal space ... normal space

If the ellipsis is at the end of a word or a sentence, or in the middle of a 
text,
there is no space before, if used to replace a word, there is a normal
space before.
