I also encountered lots of challenges with the Xilinx provided lwIP and 
emac drivers. I don't think Xilinx puts many resources into their EDK 
platform drivers and stuff, at least not as much as other platform 
vendors do. Ultimately, I decided to update the FreeRTOS port for the 
MicroBlaze and wrote a new emac driver for this platform. After 
upgrading to lwIP 1.4, things are much more reliable. I realize this is 
not 100% applicable since the OP is likely running NO_SYS.
