I think latn-post.mim should have as many letters as
possible as far as the mapping rules are consistent and
easily expectable.

Ah, I see. But, latin-post.mim already has this kind of mappings.
("A~" "Ã") ("a~" "ã")
("A~~" "Ă") ("a~~" "ă")
("A~~~" "A~") ("a~~~" "a~")
So, how about these?
("L." "Ŀ") ("l." "ŀ")
("L.." "Ḷ") ("l.." "ḷ")
("L..." "L.") ("l..." "l.")
