There are a few almost stylistic hints that the same team was involved with both code bases (e.g., both have a concept called an "inventory", which is like a roster but with public node ids), but bzr is really an entirely different system from anything else.
I havn't looked at bzr at all, but I've been using tla/baz for a couple of years. IME, anything beyond a simple star topology just didn't work well. I can't say if this was due to the internal model, the merge implementation, or simply a bug. Or maybe it's just because I didn't understand how it worked.
