Correct. If you use -m, or edit the _MTN/log file or use --message-file you shouldn't be affected by the new changelog editor.
 
Though, I do concur with the vein of complaints, all other revisioning
control allow (expect?) that additional comments are put at the top of
the file.  How do you specify the cursor position when using
notepad.exe?

Probably you don't but if you're using notepad.exe then surely you're well accustomed to pain and this shouldn't be much of a burden. ;)
 
I haven't even seen a changelog example, I'd assume that it mostly
starts with MTN: Author: <Some author text> etc... these should be
pretty easy to identify in any location, and I doubt that the
exactness of 'must be on 10th line' or 'must be after X and before ZZ'
would really be required....

No, it's actually quite particular about lines existing in the proper places so that the changelog message can be found in the middle of the output. This is certainly different from most/all other VCS tools and maybe it's a crazy idea.
