Follow-up Comment #22, bug #59331 (project octave):

I see the same "SYSTEM (UTF-8)" in the alphabetical order and "SYSTEM
(ANSI_X3.4-1968)" up top.
I would expect to see the latter when the locale would be set to "C". But I
have the following:

(Not sure how I ended up with a mixture of US and Ireland...)
