Follow-up Comment #19, bug #59331 (project octave):

That might have been my doing. 
The changeset that started this is probably this one:

IIRC, I intended to have "System (UTF-8)" (or something similar) for
displaying. I thought that all string starting with "system" could be treated
equivalent. But it looks like changes in the part after "system" still trigger
some kind of update.
