Follow-up Comment #7, bug #59375 (project octave):

With my windows build, not only the right pane is initially empty, but also
the contents and the function index tabs in the left pane. The initialization
of the doc browser widget might be broken on windows or the help files
collection is not properly prepared during the build.

@Philip: Are you seeing a list of functions in the function index tab and the
table of contents in the contents tab?
