Follow-up Comment #13:

I have pushed cset http://hg.savannah.gnu.org/hgweb/octave/rev/5d7a651bf0bb to
stable. The changeset at least  makes resetting to default layout and
restoring previous layout more robust. I can not completely rule out that
there are scenarios where restoring the previous layout still does not work
correctly.
