I can confirm that I'm observing the issue on a company issued laptop running
Windows 10 Enterprise. I also observed the issue at my last employer as well.
It was also on a company issued laptop running Windows 10.

I just tested. And if I disconnect the network connection and start Octave
after that, the problem appears to have go away! Not the best workaround, but
a workaround nonetheless, and I hope a useful hint.

I checked Windows Scheduler and did not find anything happening every 30
seconds.

Interesting side note. I reconnected to the netork, started Octave after that,
and the problem hasn't come back yet. 

Let me know if other things I can check on.
