Oh, that one's easy. That happens when you run make update-po in po/
after changing the source. If some messages are removed but there exist
translations, they'll be put at the end with #~ so that they may be
reused if the output string comes to life again.
Also, new english text is then included into the po files which explains
why there are new strings which are not translated yet. In an ideal
world this wouldn't happen, but ours is far from perfect. :-)
