[patch #5562] line-buffer / getl_ reorganisation

Follow-up Comment #2, patch #5562 (project pspp):

Here's another patch against the current HEAD.

It makes the object into a pure virtual interface.  As a result, many of the
new files introduced in the previous patch are now redundant and have been
removed.

I've renamed things into reasonably consistent schemas.  line-buffer.[ch]
I've renamed to getl.[ch], but it bears little resemblence to the file that
we once had with that name.
