CHANGELOG is for a summary of changes in a release, not extensive
documentation. That's what README, INSTALL, and others are for.

Commit messages tend to be a bit longer, but those are more for
developer consumption.

I'll add UPGRADING, to cover upgrades of bdb and of SKS, since the two
are usually done together for most .deb & .rpm based distros.
Documentation updates are welcomed. Would it makes sense to move these
to a Doc directory?

Jeff, would you be willing to put together a piece on tuning bdb?

And eventually for the more or less impaired, we'll get it all mirrored
to the Wiki.
