I understand there are several changes worth importing, and i agree that
the right long-term thing for debian testing and unstable is to move to
1.1.3; However, i'm not the sks maintainer within debian, and i don't
have the time to learn enough to sort out the full upgrade right now, or
to responsibly commit to becoming the sks maintainer.

I NMU'ed this specific change because it seemed like it was blocking
people's transition to a reverse-proxy setup and it was clearly not
going to break anything else.
