No, the tiny28 was just the first one I came across which had enough pins for
my application.

I'm not sure at this point, it probably doesn't matter as they are both quite
small. I'm looking for a socket for either, but haven't found one yet.

I can go with the DIP package for an initial prototype, but eventually I need
to go smaller, so I'm trying to understand my options.

How many pins do you need? I have used the ATtiny261/461/861 family in a couple of designs, it is in a 20pin SO package for which ZIF sockets are readily available. What port count do you need?
