I would imagine, build the end product with I.C. installed then have a 
connector for communicating with the device this would be easier, maybe?

Having the program completed once prototyping is at final stage.
Then download to end product for programming.

Just a thought.

The ATtiny28 isn't in system programmable, right? So, you will
need some kind of adapter for the STK500 which are propably expensive
if you buy them. You propably can build your own one.

I would instead go for in system programmable devices.
I am using a small 10pin Samtec FTS-105-01-F/L-DV to program the AVRs
- adopted from another JTAG programmer we use.

If you don't wan't/can't do that, you can propably build a programming
"adapter" where you have the tiny28 soldered to your board and contact
the assembled board via some test pins like:
http://www.test-x.com/bare/S-SIZE-0.pdf
You have to take care that the circuit still allows programming of your
tiny... YMMV.
