No, that's not it. Those variables default to "yes" when they are
not set; they only have a decoupling effect when they are set to "no".
The GNO files not depending on the PO files is by design, says the
maintainer of gettext. But I think that is wrong, so I'll have to
find a way to make that dependency without creating any colateral
ones.
