Yes

Ok.  But maybe this:

No.  Our goal is to list programs that run on the GNU system, in any
free variant.  We should not spread the focus to include anything
else.

The free software directory is separate from GNU, and the same is true of the whole FSF. They are related but still distinct entities. Why should the FSF or even just the FSD only be concerned with the GNU system and not other systems that are fully free?
