They already are. If I turn tool-bar-mode on, the fifth button on the
toolbar displays a sheet of paper with a thick blue downward arrow.
(Of course, the point is not what exactly is depicted but the fact
that it uses the same icons as all the other GTK applications on the
same desktop.)
