Having a "all the rest of the commands in this file belongs to this
mode" is fragile and awkward, in my opinion.

And since you seem to think that

  (interactive "p" foo-mode)

is too much noise, and Dmitry thinks that it's not enough, then it seems
like I've arrived at the ideal compromise.
