Not necessarily. Unicode does not assign single-character codes to all possible letter and diacritic combinations. Instead, it has various combining diacritics that apply to the nearest preceding non-combining character. So a with tilde and breve could be encoded as a sequence <Latin small letter A> <combining tilde> <combining breve> or <Latin small letter A with tilde> <combining breve>.
