This is a very good question.

I think that dropping flags and just keeping the current idea of areas
is not good, because a new user interface would be needed for
controlling areas adequately.  It is not clear to me how to design
this user interface in a way that can meet all needs.  If you have a
specific design, it might be possible to evaluate it.

My suggestion is based on the idea of changing as little current code
as possible while combining all the benefits of both the current
notion of flags and the current notion of areas.
