Several reasons.

First, there's no reason to duplicate code; it would be nice if the
clients (developers) only had to have tla, not tla and some random shell
script from the tla-pqm package.

Second, submit-merge could be based on some metainformation stored in an
archive.  For example, as I mentioned I'd like a standard way to specify
the default "parent" of an archive.  We could store information like
this in meta-info/=parent:

address@hidden/hello-world--mainline--1.0 address@hidden

This information could be used by other parts of tla; for example you
could just say 'tla star-merge', and it would default to pulling in from
the parent.  Maybe also for 'whats-missing'.

Third, I do think this could be used not just by tla-pqm.  For example,
say Tom doesn't want to use an automatic pqm for tla, but wants to do
all the merges himself.  submit-merge could still be useful for sending
him merge requests via email, which he could procmail into some program
of his own design to manage patches.  

We could also add interesting metadata to merge requests, like:

Closes: #243330, #75832

This would mean that those Savannah bugs were closed by this merge.
