Absolutely.  There's no reason not to preserve that ability.  The CVS
client/server protocol is a case in point; it is implemented so that
client and server can, if desired, run on the same machine and even be
the same executable (using the :fork and :local access methods,
respectively), requiring no additional privilege or administrative
pestering.
