Brian, I am not aware of any tools that "unify" the changelogs across different projects in a multiproject tree.  I would guess it should be not difficult to create one using some perl code or such...

Clearly there are rooms for some tools to manage subprojects of a multiple project tree as an entity.  I myself really like to see, for example, the ability to export all subprojects listed in a multiple project configuration to a single tree.  That is an  enhancement I plan to implement for "tla export."
