Yep.  But the point of the exercise is to support @IncludeGraphics in
PDF (and, in the distant future, some other backends).

PDF and PS Level 2 grok JPEG directly, so the glue just need to be
able to tell Lout the size of the image and arrange for image data
stream to be witten with approprite filter set up.  Support for a
lossless format along with support for jpeg would be good.
