[Monotone-devel] Command for changing passphrase; documentation fixes; test cases

Hello,

I have a proposed implementation of bug #9092 ("add command to change
passphrase") available via netsync. There's also some documentation
fixes and new bug-exposing test cases (including one from Matt
Johnston).
